Moldova, an Eastern European country, is steadily gaining recognition in the global IT sector. Its educational system generates approximately 2,000 engineering graduates each year, adding to its growing tech industry.
Chișinău, the capital, is the focal point of Moldova's tech surge, teeming with innovation and hosting a variety of tech events, startup incubators, and R&D activities. These initiatives draw in a wealth of talent skilled in a range of tech fields, from software development to digital solutions.
The Moldovan IT sector is vibrant, home to about 2,400 IT companies employing over 16,500 professionals, a clear indication of the country's expanding role as a credible IT service provider on the international stage.
Moldova's advantageous geographical location, cost-effective operational benefits, and culture that nurtures technological innovation are rapidly establishing it as a favorable destination for businesses seeking proficient software development services. The country's dedication to tech enhancement, supported by a skilled workforce and a thriving IT market, positions Moldova as an appealing location for technology investments and collaborative ventures.
Payroll Cycle
In Moldova, the standard payroll cycle is conducted on a monthly basis, and payment is made 1 time per month according to the country law. However, some employers may opt for a semi-monthly schedule, conducting payroll once or twice per month. It's crucial for employers to adhere to these schedules, as failing to make timely payments can result in penalties being imposed.

Overtime Pay
Overtime work, defined as hours worked beyond the standard weekly working hours, is subject to limitations and specific pay rates in Moldova. The cap on overtime is typically 120 hours annually, though certain industries or job roles may extend this to 240 hours through a collective bargaining agreement.
The compensation for overtime work is structured progressively: the initial two hours are paid at 150% of the standard salary rate, while any subsequent hours are compensated at a 200% rate. However, there are restrictions on who can work overtime. Individuals under 18, pregnant women, and employees deemed medically unfit are prohibited from working beyond standard hours.
Additionally, there are provisions for employees working night shifts. Those who exceed 120 night work hours in a six-month span are entitled to a medical examination, the cost of which is borne by the employer. Furthermore, night work is entirely prohibited for specific employee categories, ensuring their health and safety.
Paid Leave
Employees in Moldova typically receive 28 calendar days of paid annual leave in addition to public holidays. This leave can be segmented, but one segment must consist of a continuous 14-day period at minimum. For new employees, a proportional amount of paid leave is granted after they have completed six months of continuous employment.
When on leave, employees are entitled to a holiday allowance that is at least equivalent to their regular wages for the corresponding period. This payment should be made at least three days prior to the commencement of their leave. While there isn't a universal carryover policy for unused leave, employers have the discretion to establish their own rules regarding whether employees can carry unused annual leave over to the next year.
Sick Leave
Employees in Moldova are eligible for 5 days of fully paid sick leave annually, for which the employer covers the expense, provided that the absence is substantiated with a medical certificate. From the sixth day forward, sick leave compensation is provided by the State social insurance system instead of the employer.
Public and Provincial Holidays
Notice Period
In Moldova, the standard notice period is typically 30 days and commences the day after the application for termination is officially registered. Conversely, employees are required to provide their employer with a 14-day written notice should they decide to terminate their contract.
13th Month Bonus
In Moldova, employers have no legal obligation to pay a 13th salary. Nonetheless, it's customary for employees to receive bonuses, the specifics of which are usually outlined in the employment contract.
Setting up a separate business entity in Moldova where you plan to cultivate a team can be demanding and lead to significant legal costs.
Simultaneously, deciphering Moldovan labor laws and meeting employee expectations can pose complex and onerous challenges. The task is further complicated by the need to secure accurate and current employment information for Moldova. Furthermore, managing contracts and overseeing invoices via email and spreadsheets can lead to disorganization and errors.
In this situation, compliance is crucial, and it's necessary to comply with Moldovan regulations, especially concerning taxes and legal issues.
