In Southeast Europe, North Macedonia is a budding participant in the global IT scene, characterized by a modest but rapidly developing tech industry.
Skopje, the capital, is the nexus of North Macedonia's tech innovation, with an environment ripe for digital advancements. The city hosts a range of tech events and incubators, drawing in professionals skilled in various domains, from software solutions to digital marketing.
North Macedonia's IT sector, though nascent, is showing promise with a CAGR of 5.2%, supported by around 180 IT companies that are paving the way for the country's emerging role as a competent IT service provider on the international stage.
Macedonia's strategic location, competitive operational costs, and burgeoning culture of tech innovation are collectively steering it toward becoming a viable option for businesses seeking effective and affordable software development services. The nation's commitment to technological growth, backed by an enthusiastic workforce and a growing IT market, is positioning North Macedonia as an appealing destination for tech investments and collaborative projects.
Payroll Cycle
In North Macedonia, payroll is processed on a monthly basis. Compensation for work performed from the first to the last day of the month and payment is made 1 time per month according to the country law
Employer Taxes

Social contributions are the sole responsibility of the employees, with employers required to withhold and remit these contributions on their employees' behalf.
Overtime Pay
Employers are permitted to require employees to work overtime only in situations of immediate necessity, with a limit of eight hours weekly, not exceeding 190 hours annually.
Overtime compensation is commonly determined by collective agreements, and it's typically no less than 135.00% of the standard hourly wage for the employee. Furthermore, a bonus is mandated for employees who exceed 150 overtime hours within a year and have fewer than 21 days of absence. This bonus equates to one month's average salary, calculated based on the prevailing average salary in North Macedonia, not the employee's regular monthly earnings.
Additionally, employees qualify for a higher rate for tasks carried out during weekends and public holidays. The rate, usually established by collective agreements, is generally 150.00% of the employee’s typical hourly wage.
Paid Leave
The amount of annual paid leave an employee is entitled to depends on their length of service. Employees with up to 5 years of service qualify for 20 days of paid annual leave each year. This entitlement increases by one day for every five-year service interval, capping at 26 days for those who have rendered more than 30 years of service.
While annual leave can be taken in multiple segments upon agreement with the employer, one of the leave segments must be at least two weeks long.
Employees are required to utilize a minimum of 12 days of leave annually, with the possibility of carrying over the remaining days. Any carried-over leave should be used by the end of June in the subsequent year, except when a specific agreement is in place to extend this period.
Sick Leave
Employers have the obligation to cover an employee's salary for the initial 30 days of sick leave, after which health insurance takes over the payment for any subsequent duration of the sick leave.
The extent of sick pay an employee is entitled to is contingent on the length of their sickness absence. If the absence spans up to 7 working days, the employee is entitled to 70.00% of their standard salary. This percentage rises to 80.00% for absences extending up to 15 days, and for those exceeding 15 days, the employee is entitled to 90.00% of their regular salary rate.
Public and Provincial Holidays
Notice Period
The standard notice period is set at 30 days, although a different duration can be mutually agreed upon by the involved parties, not exceeding a maximum of 3 months. During the probationary period, employees have the right to resign with a notice of 3 days, while employers hold the right to dismiss the employee at the conclusion of the probation period.
13th Month Bonus
In North Macedonia, it's customary to award a 13th-month salary. Employees who qualify — specifically, those who have logged over 150 hours beyond their regular work hours and have had no more than 21 days of absence throughout the year — receive this additional remuneration or bonus. This payment is equivalent to one month's standard salary and is typically disbursed at the year's end.
Establishing a separate business entity in North Macedonia where you plan to develop a team can be demanding and incur significant legal costs.
At the same time, interpreting Macedonian labor laws and meeting employee expectations can present intricate and burdensome challenges. The complexity is further escalated by the need to obtain accurate and current employment information for North Macedonia. Moreover, managing contracts and supervising invoices via email and spreadsheets can result in disarray and mistakes.
In this context, compliance is crucial, and it's mandatory to comply with Macedonian regulations, particularly with regards to taxes and legal issues.
